This document is a legal translation of the original text in Arabic, and endorsed by the acting president of the university.
Based on the decision of the Board of Trustees of An-Najah National University, at its 5th session on 21/6/2001, The Center of Water and Environmental Studies at An-Najah National University was upgraded to Institute of Water and Environmental Studies, and governed by bylaw of 9 articles as stated herein.
Article (1)
This system shall be called: The Regulations of the Institute of Water and Environmental studies at An - Najah National University and shall be effective from the date of approval by the Board of Trustees of An - Najah National University.
Article (2)
Unless otherwise indicated by the context, the following words shall have the meaning assigned to them hereunder.
Article (3)
The Institute shall be a unit of the University and shall be associated with the President.
Article (4)
The Institute aims to contribute to the national efforts to develop the water resources and improve the dealing with the elements of the environment of water, soil, air and others, and to protect them from the danger of pollution and attrition, and raise the efficiency of use through:
A. Develop an integrated plan for scientific research, implement it, publish its findings and submit them to the concerned authorities in the State of Palestine and benefit from them.
B. Providing consultation and conducting the studies required by the water and environment sector inside and outside Palestine.
C. Cooperation with the scientific bodies within the State of Palestine and abroad in all that would achieve the objectives of the Center.
D. Holding local and regional training courses and seminars in aquatic and environmental sciences.
Article (5)
The Institute shall have a council called "Council of the Institute", consisting of seven members concerned with water and environment affairs appointed by the Board of Trustees with the recommendation of the President from inside and outside the University. The Board of Trustees shall appoint a Chairman of the Council, including a President and a director of the Institute, who shall meet the appropriate technical conditions.
Article (6)
The Institute Council shall have the following powers:
A. Consider the program of work of the Institute and the scientific research plan, and submit it to the Scientific Research Committee of the university for consideration, and then to the Board of Deans for approval.
B. Prepare the draft budget of the Institute, and submit it to the competent authorities at the University for approval in accordance with the established rules.
C. To consider the needs of the Institute to qualified staff to achieve its objectives and submit them to the competent authorities at the University to take the necessary action.
D. Consider any other matters related to the aims of the Institute that are presented by the President of the Council.
Article (7)
The Director of the Institute shall have the following powers:
A. Prepare the annual budget of the Institute and present it to the Council.
B. Presenting the work plan of the Institute to the Council.
C. Submit an annual report on the work of the Institute and its activities.
D. To carry out the necessary contacts within and outside the university to support the work of the Institute in accordance with the rules followed by the university.
E. To submit proposals that he deems appropriate for the development and improvement of the work of the Institute in order to achieve the objectives of the Institute.
F. And, to implement the decisions of the Council in accordance with the basic system of the University and its other regulations and instructions.
Article (8)
The Institute carries out its work by following one or more of the following methods:
A. Appointing two full-time staff, as required by the university, to conduct research and studies, or to assist faculty members in conducting them.
B. Involving faculty members or researchers within and outside the university by implementing one or more of the program of work. According to the scientific research instructions at the university. The contract shall be signed between the university and the researcher, indicating the budget of the research, the time required for its implementation, the extent of the researcher's time, and any other research related matters. The contract shall be signed by the president if the period is 6 months or less, The Chairman of the Board of Trustees shall sign the contract.
C. Coordinating with the concerned bodies in the water and environment in the State of Palestine, providing them with the annual report and scientific publications that show the researches that have been completed and the researches that are still under way in order to join the Palestinian efforts interested in water and the environment with each other and to benefit from them in this regard. For the purposes of the Institute.
Article (9)
The president may form committees from within and outside the university to evaluate the Institute's work periodically.
The Water and Environmental Studies Institute work concepts should be according to the followings:
A. The Institute supervises the master's programs, environmental sciences, water engineering and environment, and the director of the Institute id the coordinator of these programs in coordination with the Deanship of Graduate Studies.
B. Development of study plans for these programs in coordination with the Deanship of Graduate Studies.
C. Develop research plans to address the water and environmental problems in Palestine in order to develop appropriate solutions, and to use cadres and competencies in Palestine and abroad; to take advantage of them in the activities of the Center.
D. Forming research committees to present projects locally and internationally, and consider the Institute as a base for the transfer of information through the following steps:
1. Develop the library of the Institute to be a scientific library developed, containing a water and environmental information bank for Palestine and neighboring countries.
2. Preparing guidance bulletins for young and old about water and the environment, and holding seminars, lectures and workshops for development and awareness.
3. Prepare mathematical computer models to solve problems in water and the environment locally and internationally, and work to strengthen cooperation relations with local councils and municipalities, through agreements to provide services to monitor water quality and address their problems.
4. The Board shall be invited by the Director or his representative at least once a month. The Director shall prepare the agendas of the meetings and distribute them to the members prior to the meeting.
